Thierry GarrotDoctor of business management, accounting and finance Université de Nice Sophia Antipolis (FR) Coordinator of work package 3: indicators of e-learning EE: Thierry, can you tell us a little about the research intentions in this work package? TG: At the very beginning we worked on indicators relevant at HEI level and also indicative for regional, state or European ICT’s policy makers. We wanted to collect data on indicators of e-learning progression in HEI. But the literature review showed that this objective was too ambitious for the project time and we saw that there wasn't any precise data on e-learning activities even in our own institution. So we moved to a managerial approach with one idea: working on e-learning progression for HEI with interesting tools for managers. We designed a Balanced Scorecard with 4 dimensions:
Financial focuses on expenditures and incomes generated by E-learning. Internal business processes take into account didactical, technical, organisational and training aspects. Customer describes ICT’s uses in the E-learning activities. Learning and growth describes the rate of HEI’s participation on E-learning EE: What results are you expecting? TG: We should be very cautious with this topic because we are in an emerging process and we certainly need enough data over several years to see interesting dynamics about the question: how has E-learning developed in Higher Education Institutions (HEI)? We hope we will find interesting things in the process management, the strategy and the development of E-learning activities in HEI. But we could also provide international comparisons between French, Italian and Polish institutions. EE: What impact could this work have? TG: Apart from the research aspects, we will bring a management tool to the toolbox. We will add a model of Balanced Scorecard with several issues, mainly for HEI decision makers but also indicative for policy makers. This will highlight questions such as : - How is the use of e-learning and ICT progressing in our HEIs? - How does this policy impact the use of ICT’s? The Balanced Scorecard tool will be available in a numerical form (for example an Excel file) for Institutions interest by this kind of application. EE: Who will be the main beneficiary of your work? TG: The main target group is decision makers in HEI but the Balanced Scorecard could also bring interesting elements for policy makers. EE: What can you tell us about working with an intercultural team? TG: The intercultural work was regular. At the beginning, we had some common difficulties in communication. The reason was that nobody knew the other people in the group. But with meetings in Umeä, Lublin and Barcelona and with regular online discussions about the ongoing work, the relationship strongly improved and now it works very well. We hope that the intercultural aspects will appear in the final results and research papers.
